Two important bills have been registered in the House of Representatives with the aim of making Nepal’s civil aviation sector safer, more organized, reliable, and accessible. The Nepal Air Service Authority Bill, 2083, and the Nepal Civil Aviation Authority Bill, 2083, propose institutional reforms in the country’s civil aviation structure.
The proposed bills seek to separate the responsibilities of aviation service providers from those of the regulatory and safety oversight bodies. Separating service delivery and regulatory functions is expected to reduce potential conflicts of interest and make the regulatory system more effective.
Under the proposed framework, the Nepal Air Service Authority will be responsible for airport infrastructure development and operations, air navigation, technical services, flight safety, and risk management, among other functions. Similarly, the Nepal Civil Aviation Authority will be responsible for issuing licenses and certificates, setting standards, regulating aviation activities, conducting safety oversight, and fulfilling international obligations.
The bills aim to clarify institutional responsibilities and strengthen operational performance and safety management in the civil aviation sector. If implemented, the proposed legal framework is expected to help align Nepal’s civil aviation system with international standards and make air services safer and more efficient.
