By Ashish Kumar Mandal,janakpurdham, Nepal :  There have been growing complaints that students within Janakpurdham Sub-Metropolitan City are visiting hotels, restaurants, and other places considered unsuitable for children while still wearing their school uniforms. This has prompted calls for effective monitoring and regulation. Parents and concerned stakeholders have expressed concern following complaints that some business operators readily accept students as customers for financial gain.

In this regard, Janakpurdham Sub-Metropolitan City Mayor Manoj Kumar Sah is reported to have initiated efforts for monitoring and necessary action. However, despite the mayor’s clear direction and concern, Dipak Thakur, chairman of the Education Municipal Committee, has complained that the administrative side has not shown sufficient initiative to implement the decision.

According to Thakur, a memorandum had previously been submitted to Chief Administrative Officer Gyanhari Ghimire, expressing concern that the municipal administration had failed to take the issue seriously, despite its direct connection to the future of children. Although a warning had been issued that protests would be launched if the demands were not implemented, Thakur said there has so far been no effective response.

Thakur has also complained that the mayor’s decisions and directives have been disregarded at the administrative level. He said that the lack of expected initiative from the administrative leadership responsible for implementing laws, policies, and regulations could have a negative impact on the city’s educational and social environment.

On the one hand, Mayor Manoj Kumar Sah and Education Municipal Committee Chairman Dipak Thakur appear to be taking initiatives to protect children’s future and control such social problems. On the other hand, Thakur has alleged that important decisions and initiatives have failed to move into implementation due to the lack of cooperation and slow working style of Chief Administrative Officer Gyanhari Ghimire.

For this reason, the weak implementation despite the mayor’s initiative and pressure from the Education Committee has raised questions over the administrative role of Chief Administrative Officer Ghimire.

Thakur has demanded that the issue concerning children’s safety and the educational environment should not be limited to decisions on paper and that immediate and effective monitoring, regulation, and necessary action should be carried out.

The attention of parents and residents has now turned to whether the sub-metropolitan city will take concrete action on the issue or whether this matter, like other decisions, will remain confined to paperwork.
