By Ashish Kumar Mandal,janakpurdham, Nepal : Kaushal Kishor Jha has been appointed Chairman of the Greater Janakpur Area Development Council. He has been entrusted with the leadership of the council following a decision by the Ministry of Culture, Tourism and Civil Aviation and/or the Council of Ministers.
The appointment of new leadership has generated optimism at the local level that development and infrastructure projects, which have remained sluggish for some time, will gain momentum and that greater attention will be given to the preservation and promotion of Janakpurdham’s religious, cultural and historical heritage.
The Greater Janakpur Area Development Council is primarily responsible for the conservation and promotion of religious and cultural heritage in Janakpurdham and surrounding areas. Its responsibilities include the preservation of the Janaki Temple, historic ponds and sacred water bodies, religious pathways and other heritage sites, as well as the implementation of infrastructure projects under the area’s development master plan.
Following his appointment, Chairman Jha said he was committed to developing Janakpurdham as a major international destination for religious tourism. He said his priorities would include the beautification of the Janaki Temple premises, preservation of historic ponds and water bodies, and accelerated implementation of the Greater Janakpur Area Development Master Plan.
Jha also emphasized the need for close coordination with local communities, stakeholders, priests and the Guthi Sansthan to ensure that development activities are carried out transparently and effectively.
However, the new chairman faces significant challenges alongside the opportunities presented by his appointment. In recent years, administrative weaknesses within the council, questions surrounding budget allocation and expenditure, complaints filed with the Commission for Investigation of Abuse of Authority (CIAA), and disputes between the chairman and executive director over regulatory and financial authority have reportedly affected development activities.
The slow progress in conserving historic ponds and religious sites, along with the lack of effective implementation of the development master plan, has also remained a major weakness of the council.
Against this backdrop, maintaining administrative discipline, strengthening internal governance and promoting transparency will be among Jha’s key responsibilities. Addressing concerns and allegations related to past financial irregularities, restoring public confidence in the institution, reviving stalled development projects and ensuring effective coordination with local government, the Guthi Sansthan, Janaki Temple management and other stakeholders will be crucial tasks for the new leadership.
Chairman Jha has pledged to learn from past shortcomings and lead the council in a transparent, accountable and effective manner. Local cultural experts, intellectuals and stakeholders have welcomed his appointment and urged him to free the council from factionalism and irregularities while taking concrete steps toward the overall development and preservation of Janakpurdham’s religious and cultural identity.
