Stakeholders in Nepal are calling for stricter regulation of private and unregistered coaching centres operating during regular school hours, saying such practices can disrupt classroom learning and place additional academic and financial pressure on students and their families.

They have urged authorities to prohibit coaching and tuition classes during school hours to ensure students attend regular classes and receive adequate instruction within the school system.

The practice has raised concerns over student attendance, fatigue and reduced time for extracurricular activities. Parents may also face additional financial costs when students are encouraged or pressured to take private tuition alongside regular school fees.

There have also been complaints that some teachers may promote or become involved in coaching centres while failing to give sufficient attention to regular classroom teaching. Stakeholders say such practices could undermine professional standards and the quality of the school environment.

Several countries, including India, have introduced regulations governing coaching centres, covering issues such as operating hours, age-related requirements and misleading advertising. Nepal could draw on such practices while strengthening teaching within schools and providing remedial classes for students who need additional academic support.

Local governments, which play a key role in school education management, have been urged to maintain updated records of coaching and tuition centres and conduct regular inspections. Institutions operating without required registration or conducting classes in violation of school-hour regulations should face action under existing laws, stakeholders say.

The government and regulatory authorities have also been urged to establish clear standards covering operating hours, registration, teachers’ involvement, advertising and penalties for violations.

Effective regulation, stakeholders say, could help protect regular classroom learning, reduce excessive academic pressure on students and ease unnecessary financial burdens on parents.
