Nepal Government announces to open lockdown in phases

Kathmandu , June 11

A cabinet meeting has decided to ease the lockdown restrictions imposed because of covid-19 outbreak.

The government has decided to open markets in lowrisk areas and  operate vehicles on odd-even number basis . Meeting held on Wednesday was to restructure the modality of lockdown to resume economic activities which was halted  completely due to spread of the virus.

The government has introduced following phase-wise opening of services across the country. 

What will open from today?                                                       

  1. All health services 
  2. Transportation and sale of medicine, foodstuff and beverages, fruits and vegetables, dairy products, fish and meat, drinking water
  3. Transportation and the sale of petroleum products
  4. Waste management 
  5. Electricity, fire brigade, ambulance, information and communication and postal services.
  6. Banks and financial institutions, cooperatives and insurance services 
  7. All agricultural and livestock related activities 
  8. Services related to seeds, fertilizers, agricultural tools and cold storage
  9. Manufacturing industries
  10. Construction industries 
  11.  Development projects
  12. Business related to excavation, collection, transportation and the sale of river products, minerals 
  13. All types of construction works
  14. Take away food services, restaurants
  15. Hotels designated as quarantine facilities
  16. Sale and maintenance of electric items
  17. Workshops repairing electronic devices, machinery items and vehicles
  18. Stationery shops
  19. All types of transportation services
  20. All offices providing emergency services
  21. Government and private offices (Less than 50% attendance of their staff)

Restriction to continue: 

  1. Educational institutions (schools, colleges, tuition centers, training centers)
  2. Shopping malls, department stores (except for those selling foodstuff)
  3. Cinema halls, patry palaces, dance bars and all types of recreation centers
  4. International and domestic flights (except those receiving prior permission)
  5. Cross border movement 
  6. All types of festivals, fairs, exhibition, conferences and assemblies
  7. Meetings, seminars, trainings with more than 25 people
  8. Places of religious and social gathering
  9. Swimming pools, gym halls, health clubs including sauna, steam, massage centers, saloon and beauty parlors 
  10. Sporting activities and performances in open grounds and stadiums
  11.    All vehicles except those designated above 
  12. All the vehicles except for ambulance, fire brigade, cargo vehicles and the vehicles to carry dead bodies and those used in funeral procession, between 9PM to 5AM 

The government will make an assessment of the situation of COVID-19 infection after 21 days of the implementation of the first phase of ‘loose down’.  If the situation is favourable, the government will implement the second phase of ‘loose down’, which will be implemented for 15 days.

 Services and activities to operate in the second phase 

  1. Government, non-government and private offices, bank and financial institutions (with 75 % staff)
  2. Electric rickshaws (with one passenger in a row)
  3. Taxis (with two passengers, excluding the driver
  4. Restaurants and food outlets (maintaining at least two-metre distance between people)

The government will assess the situation of COVID-19 infection after 15 days of the implementation of the second phase of ‘loose down’.  If the situation is favourable, the government will implement the third phase of ‘loose down’, which will be implemented for 15 days.

 Services and activities to operate in the third phase 

  1. Government, non-government and private offices
  2. Inter-district movement after analyzing the risk of infection in case of less than 100 active COVID-19 cases 
  3. All the vehicles carrying only half of the passengers of their capacity 
  4. Domestic flights
  5. Hotels, lodges, resorts, travel agencies, trekking and mountaineering
  6. Booking of international flights
  7. Educational institutions (only of the exam purpose)
  8. Training and tuition centers [Source : MyRepublica]
