4 of Shrawan, Janakpurdham : Sub-Metropolitan City has decided to collect land revenue taxes for private lands directly from the fiscal year 2082/83. The city has informed its residents about the new tax collection system. This step was taken under the authority granted to local levels by Nepal’s Constitution of 2015.
According to Schedule 8 (Clause 57(4), Clause 214(2), Clause 221(2), and Clause 226(1)) of Nepal’s Constitution, local levels have clear rights to collect taxes on lands within their jurisdiction. Based on this, Janakpurdham Sub-Metropolitan City has now decided to handle the collection of land revenue taxes directly, including the relevant documentation.

Previously, the land and property tax in the city area was collected by the Guthi Sansthan (a religious trust). From the 1st of Shrawan, Janakpurdham will begin collecting land revenue through ward secretaries across wards 1 to 25, with receipts being issued directly by them. The Mayor of the city, Manoj Kumar Sah, has given clear instructions to begin tax collection at the ward level.
This decision had been awaited for a long time, and it will now allow the Sub-Metropolitan City to fulfill its responsibilities and duties with sincerity and commitment. Additionally, the decision aims to provide more convenience and a simplified process for the city’s residents. Now, citizens will no longer need to contact the Guthi Sansthan for land-related issues; all tasks will be handled directly by the Sub-Metropolitan City. Furthermore, the funds raised will contribute to the overall development of Janakpurdham, benefiting various city projects.

Under the new system, land revenue tax will only be applied to vacant land, excluding areas already included in the property tax. Moreover, double taxation will be removed, benefiting the citizens. The Mayor has also announced corrective measures such as the cancellation of old arrears and the end of the registration process. He has promised to provide citizens with cheaper, faster, and more transparent services. The money raised will be invested in the development of local infrastructure, planning, and services, thereby improving the quality of life for the city’s residents.
Mayor Sah has appealed to all citizens to cooperate in this new system, as it will allow for more direct and transparent implementation of the city’s development plans. This decision marks a significant step towards local self-governance and economic independence. It will contribute significantly to the city’s development by utilizing the rights enshrined in the Constitution. According to Mayor Sah’s appeal, full cooperation and awareness from all citizens will be required to make this new system effective and successful.

Through this move, citizens will receive affordable, transparent, and timely services, and Janakpurdham Sub-Metropolitan City will progress towards sustainable development while utilizing local resources.
The decision was finalized under the chairmanship of Mayor Manoj Kumar Sah, with the participation of Chief Administrative Officer Mitralal Dhakal, Ward 15 Chairperson Ramchandra Panjiyar, Tax Chief Parmesh Jha, Finance Branch Head Ganesh Yadav, Engineer Rakesh Yadav, Information Officer Umashankar Mallik, Legal Advisor Mansur Rain, Senior Sub-Secretary Mehilal Yadav, Deputy Secretary Dhirendra Kumar Karn, among other branch heads and ward secretaries from 1 to 25, along with journalists.
