(Aashish kumar mandal),Janakpurdham : The Ministry of Federal Affairs and General Administration has been accused of adopting an arbitrary approach in employee transfers. The very ministry responsible for upholding rules and procedures is itself found to be transferring employees at will, with the impact most visible at the local level.
Chief Administrative Officer Birendra Kumar Mishra, assigned to Janakpurdham Sub-Metropolitan City as per official staffing provisions, was recalled just 13 days after reporting for duty. Although he was appointed on Falgun 12, 2081 (mid-February 2025), he reported only on Chaitra 27 (early April). Before even completing two weeks, he was transferred again — this time as Provincial Secretary in Sudurpaschim Province. Mishra appeared 30th on the list of 47 undersecretaries transferred on Tuesday.

Janakpurdham Mayor Manoj Sah stated that such frequent changes in key personnel have disrupted the municipality’s administrative functioning. Expressing dissatisfaction with the ministry’s decision, he said, “Service delivery from the local to the federal level has been hampered. If good governance is the goal, even small decisions must reflect fairness and transparency.”
During his short and limited tenure, Chief Administrative Officer Birendra Kumar Mishra demonstrated exceptional administrative leadership at the Janakpurdham Sub-Metropolitan Office. Within just a few days of assuming office, he initiated swift and well-structured administrative actions, the positive impact of which had already begun to be felt at the ward level.
According to one service recipient, Mishra’s professionalism, dedication, and commitment to public service had infused new energy into the administrative system. The Mayor, Deputy Mayor, ward chairs, and staff members alike expressed full satisfaction with his performance. Under his leadership, the office witnessed a noticeable improvement in discipline, transparency, and overall efficiency.
Mishra’s abrupt transfer has raised concerns among stakeholders, who fear that such an untimely decision may hinder the positive momentum he had built, ultimately affecting the municipality’s development and quality of public service delivery.
Previously, Undersecretary Rajkumar KC had served as the Chief Administrative Officer. However, the current trend of arbitrary decisions and political interference has raised serious questions about administrative stability and good governance.
